The Tetrarchy
Overview
The Tetrarchy is a small leadership council that sits at the head of the Ordis faction’s rigid and pyramidal hierarchy. It consists of four members who determine the major orientations for upcoming quadrenniums.
Composition
The Tetrarchy consists of:
- Three dignitaries of the Ordis faction
- One representative of the people, called for four years regardless of their social origin
This structure ensures both expertise from experienced Ordis leaders and democratic representation from the broader population.
Function and Authority
Together, the Tetrarchy members determine the major orientations for the upcoming quadrennium, including:
- Major political projects to define
- Societal initiatives to undertake
- Economic programs to implement
- Actions or issues to be addressed or resolved
Democratic Process
All recommendations from the Tetrarchy go through a popular vote, which either:
- Invalidates the recommendations, or
- Concretizes them into official decrees
This system balances centralized planning with popular approval, reflecting the Ordis commitment to both structure and justice.
Supporting Bureaucracy
Before being proposed for deliberation, recommendations go through an extensive process:
- Study and analysis by various departments
- Reflection from clerk to legate
- Review by a whole host of bureaucrats within The Anthill
This sprawling bureaucracy makes the Ordis faction sometimes excruciatingly slow, but it reflects the faction’s determination to weigh pros and cons before making decisions. Once this cautious approach is complete and popular approval secured, the Ordis becomes an unstoppable force of undeniable efficiency.
Intelligence Network
To compensate for bureaucratic slowness, the Tetrarchy has access to an extensive network of informants. By compiling the reports these informants send, the Ordis leadership is capable of:
- Anticipating troubles and tensions years in advance
- Defusing problems in the best possible manner
- Making informed decisions based on comprehensive intelligence
Relationship to the Assembly
The Tetrarchy works closely with the Assembly, which debates tirelessly in The Anthill’s sumptuous amphitheater. The Grand Chancellor arbitrates these deliberations from his lectern, helping to refine the Tetrarchy’s recommendations before they proceed to popular vote.
Four-Year Cycle
The inclusion of a people’s representative for a four-year term creates a regular cycle of renewal, ensuring that:
- Fresh perspectives are regularly introduced
- Popular sentiment is continuously represented
- The leadership remains connected to the broader population
- Democratic principles are maintained within the hierarchical structure
