Caer Nilam
Overview
Caer Nilam is an Asgarthan Province encompassing the Storhvit region, designated in May 393 AC following the liberation of Kuraokami from The Nilam. It is the first new Province added to Asgarthan territories through the Rediscovery Endeavor, after the earlier reconquest of Caer Oorun. The Province is named after The Nilam, the dead world-tree discovered at Cais Adarra.
Geography
Caer Nilam encompasses the Storhvit region, a perpetually frozen expanse centered on Cais Adarra mountain. The region contains six distinct biomes identified by Exalts scouts: tundra, taiga, frozen lake, canyon, caverns, and mountain spur. Geographic features include fractured mountains, cerulean moraines, glaciers, and crystallized root networks extending from The Nilam. The climate was revealed to be entirely artificial, sustained first by Kuraokami’s imprisoned essence and later by Jack Frost’s permanent embodiment.
Provincial Designation
The Asterion claimed the Storhvit as autonomous Asgarthan territory shortly after Kuraokami’s liberation in May 393 AC. The designation followed the Asgarthan “Caer” naming convention used for provinces. Cartographers established official territorial boundaries using The Nilam’s location, and heraldists designed the Province’s emblem incorporating imagery of the bluish crystallized world-tree.
Governance
Temera Singh granted temporary governance of the Province to the Ordis, supported by the Yzmir, on May 15, 393 AC. The Yzmir were included specifically because they provide the protective cocoons that shield expeditionary personnel from Belisenki hostility. The Muna had advocated for designating the region a natural reserve similar to Katkera, but this proposal was not adopted. The appointed Governor bears responsibility for maintaining the permanent embodiment of Jack Frost in the area to sustain the arctic climate, as well as enforcing strict regulations to keep the enclave viable.
Climate Maintenance
Kuraokami’s departure from Cais Adarra caused temperatures to rise and glaciers to melt at an alarming rate, threatening the survival of both the Winter Folk and Belisenki. Jack Frost was selected as the replacement tutelary Oneiros because his immanent nature best embodied the kind of winter necessary for the biome’s survival. Other candidates considered included the Snow Queen, Baron Kelvin, and Dong Da Shen, while the Snow Maiden and the Yeti were ruled out as they needed cold to exist but could not generate it.
Indigenous Relations
The Province contains two indigenous populations requiring diplomatic engagement: the Winter Folk and the Belisenki. Muna mediators were positioned as the primary diplomatic interface, tasked with managing relationships and tempering the ambitions of Corporations, Guilds, and other Factions seeking to exploit the region’s resources. The Muna also proposed establishing a permanent embassy designated as the Tenth Refuge (Refuge of Snow) to maintain ongoing dialogue with these populations.
Historical Connection to the City of Scholars
Substance residues and relics found in the region suggest that the inhabitants of the City of Scholars established a presence in the area before glaciation overtook it. Traces of the Sap they exploited from their world-tree indicate the ancient civilization traveled to this region when the climate was milder.
